IRALibrary: Added class CLogDike which is planned to replace CLogFilter. the... 

IRALibrary: Added class CLogDike which is planned to replace CLogFilter. the filtering policy is the same but it does not make use of global variables and relies on user thread to send pending logs. 
The new class is also compliant with the new logging standard.
