Adds arbitrary weights to the edges for use in then finding islands (#486) 

* Adds arbitrary weights to the edges for use in then finding islands

* edge filter now maintains orphaned nodes

* Forces PVL < 1.0

* Build needs PVL restriction too

* Finishes refactor of weight to be an attribute on edges

* removes code that isn't used/tested
