In qmos, Fixed an error that happened when the minimum longitude wasn't defined in the map file, and
the map file defined the longitude domain of 360. Fixes #1406.

Fixed cnetref's log file output, which was erroneously writing binary data instead of text for sample/line locations. Fixes #1436.
