Made use of R-Tree using Sort-Tile Recursive algorithm from geos package to...

Made use of R-Tree using Sort-Tile Recursive algorithm from geos package to spatially store Control Points in 2D lat-lon space for fast and efficient querying, which fixes #308.  Also improved logging to accomodate these changes.
