Fixed two issues with reading old control network files: 1) Sometimes the target name was set to a serial number as a result of hijitreg, the target name will be set to an actual target when imported. 2) Some of the measures were Type = Unmeasured and Sample/Line = Null, these measures will now be Candidates with Ignore = True. Fixes #1554.
