Made substantial performance improvements to NOLATLON check by using ControlCubeGraph nodes to only open a Cube/Camera once, performing all Lat/Lon checks for all measures at this time, as opposed to itering over the network and opening a Cube/Camera for each measure.  These changes fix #286.
