Fixes attached ISIS3 SPICE driver (#122)

* updated with first fixes to IsisSpice

* spice driver passing tests

* Tweaked attached SPICE driver

* Added scipy to environment

* moved int cast to ephemerides count methods

* Removed init_tables method

* Tweaked tests to work with new table parsing
