[ALL] Update ANT build scripts to test all existings JUnit tests before compiling. In case of error, the compilation does not complete.

[TAP] Allow creation of PENDING jobs ONLY FROM the TAPFactory when the service is unavailable. Before this modification, the backup manager could not restore jobs at the service starting. When the service is said unavailable, the resources /sync and /async are rejecting HTTP requests, but jobs can be created and started in background (very useful for backup restoration but also for queued jobs).

[TAP] Add a property in the configuration file to set a custom TAPFactory (in replacement of ConfigurableTAPFactory.

[UWS,TAP] 3 MAJOR DEPENDENT FIX: improve significantly the parameters extraction from HTTP request in UWS (1) AND move the file-upload ability into the UWS library (2) AND the modification of parameters in UWS is now conform with the standard (3). (1) Only application/x-form-urlencoded content-type was supported. However a UWS must accept a request body containing only an XML document as a single byReference parameter. It is now done when the content-type is not known. (2) Besides multipart/form-data is now fully supported in UWS and so is still possible in TAP. (3) In the UWS standard, parameters can not be added after creation: they can just be modified. This rule is now respected in the UWS library.

[TAP] Deal with the DB type 'BOOLEAN' while uploading boolean values in the database => convert the boolean in a short value (1 or 0).

[TAP] Make TAP and UWSService use the same ServiceErrorWriter AND make DefaultTAPErrorWriter use the same VOTableFormat as the one declared as OutputFormat in the ServiceConnection.

[TAP] Fix a grave error: synchronous jobs were stopped much before the specified execution duration ; the library was waiting N milliseconds, where N is the TAP execution duration always expressed in seconds.
